Tom Determann, Chairperson RESOLUTIONS Discussion on Resolution for Consent to the sale of property in Lincolnway Railport: Supervisor Srp presented an amendment to the resolution to add the amount the City owes the County so the City acknowledges the amount of the debt. Srp said he reached out to an outside attorney the County has used on this matter for more direction with the resolution. Chairman Determann said he spoke with the Clinton mayor last week and got the impression this resolution could wait until the County hears from its attorneys on the matter. Srp wants to know if the City has a plan to pay off the loan with the small amount of land left. The following resolution was presented and on motion approved: RESOLUTION 2022-71: Resolution to enter into lease agreements with Community Action of Eastern Iowa, Retired & Senior Volunteer Program and Clinton Substance Abuse Council Roll Call: Srp: Yes; Irwin: Yes; Determann: Yes. Tom Determann, Chairperson The following resolution was presented and on motion approved: RESOLUTION 2022-72 WHEREAS, in March 2021, the federal government established the American Rescue Plan Act of 2021 (ARPA) which included the Coronavirus State and Local Fiscal Recovery Funds (SLFRF) to provide state, local and Tribal governments with the resources needed to respond to the pandemic and its economic effects; and WHEREAS, the U.S. Department of the Treasury issued an Interim Final Rule implementing the SLFRF program on May 10, 2021, which included replacing lost revenue to County governments, and WHEREAS, on January 6, 2022, the Treasury issued final rules for the SLFRF program, including authorization for counties to allocate up to $10,000,000 of their total SLFRF allocation as lost revenue to spend on government services. NOW, THEREFORE BE IT RESOLVED that the Clinton County Board of Supervisors approves allocating its total SLFRF allocation in the expected amount of $9,018,289 as lost revenue to spend on government services. Tom Determann, Chairperson GENERAL PUBLIC Todd Noack, operator of Life Connections in DeWitt, addressed his concerns about the lawyer representing the Mental Health Region as it appears to be a conflict of interest. He said ISAC has free legal advice to the Mental Health regions that could be used. Noack said the region also granted funds to another agency for a similar function without any of the issues his agency is experiencing. DEPARTMENT HEADS, ELECTED OFFICIALS AND EMPLOYEES County Auditor Eric Van Lancker reminded the Supervisors that ISAC is this week in Des Moines. Supervisor Srp said the Conservation Board met last week to consider some of the projects that were on the ARP list as fundraiser projects. He also met with County staff about the City's fiber optic loop funding request. County Facilities Director Corey Johnson said the water softener bids came in much lower than expected because only the cooling tower will be on the softener. He said it is less than $4,000. He will present a resolution next week to award that bid. He said next week the Board also needs to talk about lawn care for the summer if it will be contracted or hire seasonal help. He said the energy audit did a follow-up meeting with him and hopes to have another walk through on Friday before the final report is completed by the end of next week. Supervisor Irwin said he has received many calls about the assessments that have gone out to residential property owners in the County. He said that doesn't necessarily mean that taxes will increase. And he reminded residents that there is a process to appeal the assessment value. County EMA Director Chance Kness said the Auditor's office and EMA need to speak with the Board about non-congregate sheltering funding. He said the discussion needs to be revisited about medical examiner transport considering the new legislation. He reminded the Board that the outdoor sirens go off for not just tornados, but also for severe weather which includes strong winds and large hail. DISCUSSION WITH POSSIBLE ACTION Courthouse Parking Lot Project: County Facilities Director Corey Johnson reviewed with the Board the proposed agreement with Origin to provide plans for the project. Tom Determann, Chairperson 10:00 A.M. County Health Benefits Plan Update Kyle Ray and Megan Miller, True North representatives, provided an annual review of the County health benefit plan. 10:31 A.M. Proposed Anhydrous Ammonia Storage Project Nick Foster of AgVantage FS reviewed the plan to place two 45,000 anhydrous ammonia or three 30,000 storage tanks of the company's property west of Welton near the intersection of Highway 136 and US 61. MOTION by Supervisor Srp to support the application to the Iowa Department of Agriculture by AgVantage FS for anhydrous ammonia storage on its property west of Delmar near the intersection of Highway 136 and US 61.
